An Analysis of Development Frameworks for Children

Development frameworks are important instruments in guiding the proper implementation of programs and projects for children. Five documents were reviewed in this paper. Three were issued by the UN General Assembly: the Convention on the Rights of the Child (CRC), the Millennium Declaration (MD), and World Fit for Children (WFC). The other two documents are the Philippine Strategic Framework for Plan Development for Children or popularly known as Child 21 and the Medium Term Philippine Development Plan of 2001-2004, President Arroyo's national development framework.
The paper identified the issues and gaps of the frameworks that were presented. Recommendations and immediate actions that can be undertaken by the Philippine government were stated.
