The abuses and exploitation suffered by the growing number of Children in Conflict with the Law (CICL) within the Philippine Justice System continue to alarm local children's rights advocates. This case study provides readers with a comprehensive discussion of the impact on CICL of child-related policies and programmes at the city and barangay levels in one of the largest cities in Southern Philippines. Despite local efforts to ensure the promotion and fulfillment of children's rights, much remains to be done to fully address the particular issues and concerns of CICL. Recommendations highlight the importance of good governance and civil society's active support in ensuring that children's rights are respected, protected and fulfilled.
