Laws and Issuances on Children is a handbook published by the Council for the Welfare of Children (CWC) in 1999. This provides a comprehensive compilation of laws and policies on the protection and promotion of the rights of children. Pertinent provisions from existing legislation have been condensed in a single material to provide not only law enforcers and laywers but also parents, students, researchers and the general public a clear grasp of the laws that uphold the rights of children.

Recent amendments and additional passage of such laws however, made necessary the updating of the 1990 Handbook to include new laws on rape, adoption and establishment of family courts.

As the focal agency in the promotion of the welfare of children, the CWC is tasked to popularize these laws and make everyone not only aware of laws that protect the child from all forms of abuse—but also to take responsibility of each and every Filipino child—to provide him/her all the opportunities for a useful and happy life.

The Philippines is one of the 192 signing countries to the Convention on the Rights of the Child.
